Taller Multidisciplinar Uses Vibrant “Rotulismo” to Reclaim Neglected Veracruz Park

A catalyst for social friction turned into a vibrant civic anchor, the site in Veracruz, Mexico, previously stood as a vacuum of neglect. Shrouded by overgrown vegetation and hampered by a lack of surveillance, the 15,000-square-meter area had become an inaccessible “no-go” zone for local residents. Rather than applying a generic aesthetic fix, Taller Multidisciplinar approached the intervention through the lens of urban anthropology. The firm looked beyond the derelict sports courts to ask a fundamental question: what does the community of Veracruz actually need to feel safe and seen?

Navigating the complex topography of the peripheral landscape, the design team utilized the site’s two main access points to create a logical, permeable flow. The challenge was not merely structural but environmental; the extreme humidity and heat of the Gulf of Mexico necessitated a strategy that prioritized thermal comfort. By integrating strategic vegetation to provide natural shade and selecting high-performance materials capable of withstanding the tropical climate, the architects created a resilient framework. This technical foundation allows the park to function as a “cool” sanctuary—an essential requirement for public life in this geographic context.

The sensory identity of the project, titled La Bulla, is derived from the rhythmic soul of the city. Collaborating with the visual identity studio Bala, the designers translated the sounds of danzón, the cadence of salsa, and the everyday chatter of the neighborhood into a tactile graphic language. “Bulla” here is not interpreted as chaotic noise, but as the collective energy of a living community. This energy manifests in a vibrant color palette hand-painted by specialized sign painters, turning the floors, walls, and pathways into a continuous, exuberant canvas that guides movement and defines programmatic zones.

Programmatic diversity ensures that the park serves multiple generations simultaneously. The rehabilitation included high-performance sports courts for soccer, volleyball, and basketball, alongside new restroom modules and offices that provide the necessary infrastructure for long-term maintenance. For the younger residents, accessible play areas offer a dignified space for recreation that was previously non-existent in the area. This holistic approach to programming mirrors other successful global interventions where play and culture intersect, much like the vibrant urban park dedicated to Kunqu Opera in Kunshan, which similarly uses bold color and local heritage to revitalize public land.

Technical precision met artisanal execution during the construction phase. Because of the aggressive coastal environment in Veracruz, the application of hand-painted graphics required meticulous coordination between the design teams and municipal workers. The result is a high-impact visual landscape that feels deeply rooted in the local “rotulismo” (sign-painting) tradition, yet functions with the durability of modern infrastructure. This synergy between sports, graphic identity, and community engagement echoes the strategy seen in the Nike Shanghai Playground, where recycled materials and bold aesthetics transform traditional athletic spaces into iconic neighborhood landmarks.

The true success of La Bulla is measured by its immediate reclamation by the people. Since its inauguration, the space has been flooded with youth leagues and families, effectively reducing social barriers and rebuilding trust in the shared environment. It proves that public space regeneration does not require an infinite budget, but rather a sensitivity to context and a willingness to celebrate the existing spirit of a place. By dignifying the periphery with thoughtful interventions, Taller Multidisciplinar has demonstrated how a formerly fractured site can become the beating heart of a community.
