BIG-Bjarke Ingels Group has unveiled an ambitious masterplan for Dubai, reimagining the historic Jebel Ali Racecourse into a sprawling sustainable urban district spanning five square kilometers. Developed in partnership with A.R.M. Holding, the project aligns with the Dubai 2040 Urban Master Plan, introducing walkable neighborhoods, a vast central park, and a seamless blend of equestrian heritage with modern mixed-use development.

At the heart of the design is a lush green spine that connects eight distinct urban islands, each increasing in density as they converge around the central park. Bjarke Ingels describes the vision as “an archipelago of urban islands in a sea of green,” where nature and city life intertwine. The masterplan preserves the existing racetrack while introducing new equestrian venues, cultural institutions, residential housing, and public plazas—all designed to foster community engagement and environmental sustainability.

The development emphasizes pedestrian-friendly streets, shaded plazas, and low-speed pathwaysto encourage walking and cycling. Automated shuttles will provide seamless connectivity to public transport, reducing reliance on cars. Carefully placed openings in the urban fabric offer glimpses of the park, ensuring that greenery remains a constant presence in daily life.

Guided by 17 measurable KPIs, the project prioritizes holistic wellbeing, sustainability, cultural identity, and innovation. These benchmarks ensure that the district not only meets modern urban needs but also sets a new standard for future-ready cities. The integration of smart mobility solutions and eco-conscious design reflects Dubai’s commitment to sustainable urban growth.

Construction is scheduled to begin in early 2026, with a phased development approach covering housing, education, hospitality, and public infrastructure. Each phase will be carefully implemented to maintain the balance between rapid urbanization and long-term ecological resilience.
